The Riverside County EMS Agency (REMSA) needs feedback and we want to hear from you! REMSA is currently performing a system-wide evaluation of our processes, resulting in an updated strategic plan to guide future emergency care in Riverside County. The goal of this plan is to utilize community driven input processes to develop enhanced strategies that ensure better public access and coordinated care while reducing unnecessary emergency care utilizations while improving the quality of the County’s EMS delivery system. The resulting updated strategic plan will serve as a collaboratively-developed roadmap that identifies the optimal route forward for the Riverside County EMS system’s goal of continuing to deliver exceptional, outcome-focused care.

What is the Riverside County Emergency Medical Services Agency (REMSA)?

REMSA is the designated government entity in Riverside County that oversees and regulates the delivery of prehospital emergency medical services. Functions of the EMS agency include but are not limited to:

  • Planning, implementing, evaluating, and continually improving local EMS systems including basic prehospital and specialty care services like trauma, stroke, STEMI, and pediatric care
  • Collaborating with other health officials to ensure a unified, coordinated approach in the delivery of health care
  • Certifying, accrediting, and authorizing EMS field personnel
  • Authorizing and approving local EMS training programs
  • Developing/approving medical treatment protocols and policies for local EMS service providers (EMTs, paramedics, dispatchers)
  • Designating trauma, stroke, and STEMI centers
  • Coordinating activities and communications between various agencies that provide EMS system services so that care is seamless (e.g., emergency medical dispatch, first responders, ground and air ambulance, receiving hospitals, trauma centers)
  • Coordinating community education programs regarding injury prevention, CPR, public access defibrillation, etc.
  • Collecting, analyzing, and reporting on EMS data and providing that data to the California EMS Authority electronically for statewide system evaluation
  • Establishing exclusive operating areas for emergency ambulance service as appropriate, and then contracting for those services
  • Providing oversight for EMS quality improvement and quality assurance activities

The authority to perform these functions is written into state law (California Health and Safety Code 1797.200) and Riverside County ordinance (Ordinance 756.1).
