EMD Partners Directly With Cities For Emergency Services Coordinator (ESC) Services

As of July 1st, 2021, the Emergency Management (EM) Services fees and associated administrative fees will no longer be collected through the Riverside County Fire Department agreement. The Emergency Management Department is instead offering direct Emergency Management Services to city partners.

On July 20, 2021 Item 3.10, the Board of Supervisors approved the EMD Partnership Agreement Template and authorized the Director of EMD to execute agreements with cities in the County of Riverside for Emergency Services Coordinator Services. The EM Services include but are not limited to the four phases in Emergency Management of mitigation, preparedness, response, and recovery.

Transitioning out of the Fire MOU has allowed EMD to partner with cities directly and have more control over the revenue impacts. Additionally, it has paved the way for us to develop and have the Board of Supervisors approve the Assistance by Hire piece that will now allow us to bill for our services. The fees and rates were developed through collaboration with the Emergency Services Division, the Auditor Controller Office, and the Executive Office and utilized fiscal projections and an analysis that was conducted when developing the rates.
